What is a Fire Risk Assessment

A Fire Risk Assessment is a structured inspection of your premises that identifies potential fire hazards, evaluates the level of risk and assesses whether appropriate fire safety measures are in place.

During the assessment, a competent Fire Risk Assessor considers how your building is used, who occupies it, and whether the existing fire precautions are suitable for the level of risk.

The assessment typically reviews areas such as:

Is a Fire Risk Assessment a legal requirement?

Yes, Fire Risk Assessment is a legal requirement. Under the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person for most non-domestic premises must ensure that a suitable and sufficient Fire Risk Assessment is carried out and kept up to date. The assessment helps identify fire hazards, evaluate risks and determine the fire safety measures needed to protect occupants and meet legal responsibilities.

Fire Risk Assessments should be reviewed regularly, typically annually, and whenever significant changes could affect fire safety. This may include alterations to the building, changes in occupancy, new work processes or following a fire or near miss. While many organisations review their assessment annually as good practice, the appropriate review period depends on the property and its level of risk

If your Fire Risk Assessment identifies fire safety issues, it doesn’t necessarily mean your building is unsafe or that you have to stop using it. In many cases, it means there are improvements that should be made to reduce risk or meet your legal responsibilities.

Your report will explain each finding, why it matters, and how urgently it should be addressed. Some recommendations may be straightforward, while others may require more significant improvements depending on the level of risk.

The aim of a Fire Risk Assessment isn’t simply to identify problems; more importantly, it’s to give you a clear understanding of what needs to be done to help keep your building safe and compliant.

The responsibility usually sits with the Responsible Person. This may be the employer, building owner, landlord, managing agent or another person who has control of all or part of the premises. The Responsible Person is responsible for ensuring a Fire Risk Assessment is completed, reviewed when necessary and acted upon where improvements are identified.

You may need one, especially if you don’t have an up-to-date asbestos register. For buildings built or refurbished before 2000, asbestos should be presumed to be present unless there is strong evidence otherwise. This is particularly important when maintenance or refurbishment could disturb hidden materials. An Asbestos Survey can establish what is present, where it is and its condition, giving you the information needed to manage the risk.

Yes, potentially. Fire safety and water hygiene are separate areas of compliance. If your property has water systems that could present a Legionella risk, a suitable Legionella Risk Assessment may also be required.
